Gain with Bi-amp configuration

I need some advice folks. I am verticially Bi-Amping my Vandersteen 2Ce's, as Richard recommends with Roksan Caspian amps via the dual outputs of an Anthem PRE2. I have set the Pre's gain to the minium. With just one Caspian driving both channels, I rarely get the volume past 10:00. I think it will be even less in the Bi-Amp configuration. I'd like to be able to listen with the volume closer to 12:00, for the obvious reason. Does anyone have an idea that might move me in that direction,
