in the uk you can get it here Look under power and transformers.You may well have to put it in an enclosure for safety, and fit your own plugs and sockets.
Basically it is a mains rated autoformer that has a variable output usually upto +10 % of input voltage. They are obviously rated with power disipation - so you may choose either 1 large one, or a series of smaller ones, but you'll be pleased to hear, the overall 'insertion loss' is much much lower than a potential divider.
