I guess it is. It is also similar to the Mondo racks of yore. Actually I was considering a Mondo rack when they went out of business. Their site suggested trying your own design and that was a great service to me. After much experimenting, I decided their sorbothane hemispheres supporting the floating platform could be improved upon. The result is the "Enjoyyourshelf" rack.

http://www.getagauge.com/accessories.cfmThe device is called a Chek-a-spare. I don't know what the core is made of but it has an outer braid made of cloth with standard Shrader valve connectors (male and female). (The site says they're 42" long but I recall 36". My memory cells must be shorting.)
The Check-a-spare is pretty flexible and with an ~ 2" hole in each rack shelf, there's enough room to tuck them away (inside the circle made by the inner tube).
