MCP,Like Hertz and Al.M said, third order (butterworth) XO topology is the basic layout. The resistor in the 1st XO is for contouring the roll-off response. The two resistors in the 2nd XO both contour the roll-off and act as an attenation circuit (most likely). As you have noticed, the component values don't match "classic" formulas. R.Hetrz gave an excellent explanation as to why.
