Hi Peter,
You can use something like the GAS Ampzilla uses a large wattage resistor in series with the primary of the transformer and a AC relay powered from the voltage across the primary. After the supply caps are fully loaded the voltage raises and the relay comes on shorting the resistance. I hope you understand the idea without a schematic. The resistor is 47 Ohm, 25 watt. The relay rated for the mains voltage in your country.
