Just so there is no mistake, these are not absolutely necessary to make a sound absorbing panel. The orginal idea was to make the wall panel as thin as possible, and yet still have decent absorption at LF's.
However, by the time you get done placing a 1" semi-rigid panel, a layer of poly batting )in between it and the paper backing of the fiberglass, to prevent noises), 3 1/2" of fiberglass, a layer of poly batting, and wrap it all in burlap or speaker grille cloth, it is not much thinner than a 6 or 6 1/2" thickness of fiberglass and a layer of poly batting, which will work just as well in the LF's as the original design. Both could use a 1X4 frame.
Of course, one can always go for maximum LF absorption, since it never reaches too much LF absorption, and use a semi-rigid panel, as well as a thicker layer of fiberglass, etc.
Also be aware, that OC 700 series semi-rigid panels and Certainteed OEM seires 250 or 300 will also work. See the original note for the OC info.
