How do I retapp or install a new tap inside a steel bar?

How is this done?
I hear talk on here of retapping and cutting new threads, but what is used to do this and how?
I need to install a 1/4" thread in the base of a steel bar to let it accept a traditional hifi spike.
Is this something I would need a workshop to do for me, or can I attempt this myself?
