As noted in the referenced material, ANYTHING that drains the PS will tend to affect things, including a burn in a CDR, as the PS variations will also affect the logic pulses being detected by each section of the digital signal chain, and WHEN they are burned, hence how regular the data timing is on the disc.It does not matter if the data is buffered, or that it is re-clocked by a crystal, the logic gates still must detect it to send the laser the burn signal, and they CAN and WILL be modulated by the PS variations. When a data request is made for data to travel over the bus (IDE or SCSI) to refill the buffer, there is still going to be the issue of how steady and clean the data is transmitted, and how much it affects the burner laser and data detection gates. (This is all very simpified, I am sure that yuou can figure it out).
[ If the contrary was true you could change the quality of the CDRs burned by changing the SCSI card in your computer. ]
For whatever reason, this IS true. A good high quality SCSI bus master card, like Adaptec or one of the better clones, will make a cleaner burn than a cheap non-bus master SCSI card, and usually, a better burn than an IDE drive.
