Vectorboard is simply fibreglass with holes drilled every 1/10 inch apart. If you use thru hole parts, the parts should fit into the vectorboard exactly. There is a version of vectorboard that has a copper plane on one side, which you can use as a ground plane. Have to worry about keeping things from shorting out if you do this. Should be available from electronic surplus places, I would get the stuff from work, so have never shopped for it.
