If it's under warranty do insist with PT. Call them if necessary, as they may not give the same attention to e-mail complaints.One thing you can do that shoudn't invalidate the warranty is increase the heatsinking. Get a flat piece of aluminum and clip it (yes, with a thick paper clip!) to the chip's heatsink.
In any case, if the chip is a 78M05 (looks like a small signal transistor?) it should be changed to a better type. What I describe above is only valid if the regulator is flat, not round, as the additional plate should make contact with a flat surface to heasink.
