The parts quality and basic design seem quite decent. Good caps, and the toriods would certainly be low DCR.However.
There are two things:
The two 55 uH coils in series on the H and N will have enough AC reactance at 60 Hz that this will dominate the effective AC impedance, limiting peak current.
Toroids have no saturation headroom. When they saturate, that's it, there is no more current possible without loss of the core inductance.
Then the value of the inductor will be much less than when it is not saturated. Every time the toroid goes in and out of saturation, there will be a spike added to the signal.With a rating at 7 amps, this design would only be usable with line level audio components. I would not try to use it with power amps.
In my AC filter design, the powdered iron rod core will overload gradually, and not have a sharp saturation point. With the recommended 50 uH inductors, peak curents in excess of 15 amps can be passed, without losing the inductance due to hard core saturation. Even when the core does saturate, the inductance does not go down as much, because there is a substantial coil of wire providing a large portion of the basic inductance present.
As for putting it inline with a shielded power cord, that is not a bad thing, and can help maintain filter integrity as far as filtering efficiency. I would use a much heavier cord than what is specified in the web page though, with decent plugs on either end.
