Bubble wrap will (partially) isolate the component from external vibration but at the same time prevent internally generated vibration from reaching ground, thus reflecting it back into the shelf and therefore the component.
Bubble wrap is a partial isolation device. Foam offers a mechanical impedence and energy ground. 2 very different, non-interchangable functions.
