That's 2" ID, 2 1/2" OD. You may be seeing the ID posted for the description. Be sure to get the HD PVC types, as the thin wall stuff will resonate too easily, and will not be the right diameter.

As for the base, all it needs to be is enough to hold the tubes firmly, and provide a platform for little feet or spikes (to penetrate carpet), as the units will be quite tall, and will need as much solid anchoring to the floor as possible. I would think that a base of about 6-8" deep by 10-11" wide should do the trick, a double layer of MDF should keepthings free from unwanted resonances, but remember, the tubes are open at the bottom, not closed, and the top is just a simple bracket set on the retail unit, for DIY, it could be a simple hardboard 'cap', again, open for the tubes.
