1. Resistors - 1/4 or 1/8 W is enough if they are not too low (recommended upper resistor 240 Ohm = 5mA divider current).
2. This is safe if you bypass the regulator with reverse diodes, check the NatSemi datasheet, figure 3. The electrolytic needs a 1uF bypass closer to the regulator pins. Depending on the primary filter cap, you may not need the diodes at all, yet they won't harm anyway.
