Sounds like you used a linear taper pot. For use as an audio volume control, one must use a log taper pot. This keeps the volume from coming on almsot immediately.The value you have chosen is OK, do not try to pad this, the taper will still be wrong, and you are more likely to mess up the electrical situation and adversely load the pot or the source. You need a new pot with the log taper.
