Reading between the lines, the frequency limits of the broad band over which the stuffed tube is effective would then relate to the frequencies of what I'll call the "notional" tube lengths, ie the open tube and the various unstuffed lengths. Keeping the stuffing close to the centre of the tube would therefore guarantee the widest band of coverage since the longer the unstuffed length the closer it would approximate a clear tube. You can't really make the tube effective over a longer frequency but you can over a shorter frequency by restricting the open path with stuffing at a suitable point in its length.

If I've got that right, then I would guess that the next tweak if I wanted to add some other tubes would be to stay with the existing stuffing locations and length, and to increase the density of the stuffing in the additional tubes on the basis that that moves closer to closing the tube at the stuffing location and more effectively shortening tube length, as well as providing a bit more absorption on the open tube's resonant frequency.

The other option is always longer tubes to have an effect at lower frequencies.
