The idea was to seal the liquid in flat PTFE capillaries. Furthermore, the conductivity is not the terribly important part, it's actually a combination of the magnetic and electrical properties of the material (aka, no steel), the quality of the dielectric, and the fact that mercury has no crystal. What does this mean? It means that the internal reflections that occur everytime the wave bounces off the crystal boundaries are eliminated. Combined with a good dielectric (and assuming good equipment), it could be a very interesting possibility...who knows, just musing =)
