While constructing the "good" amp I used an epoxy to fasten the caps to the chassis. While using a percussive spring loaded center punch to start a drill hole, they became unfastened and I redid the epoxy job on top of the old one (therefore creating extra insulation). In constructing the "bad" amp I was careful to tap and drill before mounting the caps so what you suggest is very possible and fits what I found troubleshooting like a glove.
