The Quietlines are parallel line filters which sit "across" the AC line and filter out "grunge and noise", thereby lowering the noise floor, but not affecting any components on the line. I'm sure one of the engineers here at the Asylum could give you a more in depth technical explanation if you are looking for one, since there have been a lot of DIY threads on parallel line filters.
