Since I don't know about construction plans, I really can't comment. Generally I preffer the active preamps, but if you have to go passive, then I always recommend a shunt volume regulator. Don't underestimate the potential problems, though. It is hard enough to design a good volume control to be used inside of a preamp, where the environment is stable, known and predictable. To build one that works with virtually any combination of external components is virtually impossible - the volume control is a part of a system, not a true stand-alone component. For example, it will be hard to provide a consistent frequency response over range of attenuation. Shunt controls can have many advantages, but also require extensive analysis to work well.
So, I don't know what you intend to do with the foil, but I really can't think of any case where thicker would not be better. It is not that expensive.
