The light bulb load is an attempt to provide dampiong for the filter components, so any tendency to ring is minimized.The light bulbs are very effective at this, in that they have a dynamic impedance, which complements the filter damping, compared to a load resistor.
Neither a load resistor or a light bulb are necesary, but they do help keep the semi-constant RFI/EMI barrage from becoming a noisy background on the filtered AC power due to transient ringing.
If the filter has enough of a load on it (a power amp), then an additional load is not necessary.
In your case, I would make sure the CDP filter had a load (because most CDP's do not draw very much current), but not worry about the power amps.
