If you feed 120VAC 60Hz into a transformer with a 60V secondary it will not be 60V with a 50Hz input regardless which primary tap is used.I saw it demonstrated in their lab. Do you have a 50Hz voltage source to try it?
The problem I ran into was with a certain US made product line which had dual primary transformers which didn't perform correctly here on 50Hz. The manufacturer said they worked fine in their factory and in fact they tested them with 240VAC. But what they forgot was that was still 60Hz. The transformer efficiency is related to the frequency. We measured secondary voltages 20-30% less than what they were at 60Hz.
And those transformers were rated for 50/60Hz operation and in fact did not exhibit any stress at 50Hz but the voltages were all lower than achieved with 60Hz operation.
Frankly it was mostly a problem with filament voltages which were too low and the tubes went bad very quickly or didn't even operate at all.
