The primary prob in mixing CBs in a panelboard is with the coordination of all devices; the TCCs (time current curves.)IMO, what UL is trying to prevent is the opening of a Main before a Branch CB. It can happen; been there, seen it.
This can can have *huge* economic and safety issues in an Industrial or Commercial install. Much less I'd say in a typical residential application. Unless Grandma is on a ventilator in the back bedroom...
Another issue is getting the AIC ratings all bass-ackwards.
