Sounds like you have a ground issue with your cable box.If you disconnect the coaxial cable (CATV RF) does it go away? If so you need to get the cable company out and make sure your service is properly grounded.
If your cable box has it, use the optical digital audio connection instead of the s/pdif or analog audio as the optical fiber will isolate the cable box from your audio system and eliminate any ground loops.
Filtering the 60Hz is not really an option as it is not that easy to make a notch filter that is narrow enough to cut the 60Hz and not effect the entire lower end of the audio.
