Double glazing would reduce sound levels a great deal. Combined with heavy (interlined with BUMPH) curtains will give another good reduction, and the ability to let light in.
The double glazing could be as simple as a pane of glass in a wooden frame which could be fitted to another wooden frame set into the window reveal.
