I use a pocket-sized butane soldering iron from Rat Shack. It has a blow-torch style attachment that allows for pretty precise placement of the heat. Only problem is you have to be mindful not to keep the flame on the heatshrink or it will burn.For $15, it's pretty tough to beat.
