I'll give it a go.
The theory behind a sand box is a good one... the component vibrates and that vibration is passed into the sand which disperses it to heat due to the friction between the grains of sand as they vibrate.
So far so good.
If you stand the component (probably using a platform of some kind) on the sand, that sand is now pressed together and its freedom to vibrate is limited. It is under compression.
If on the other hand, you use perhaps spikes under the component and stand it in the sand box and then fill the sand around the spikes, the sand is not under compression and is much free-er to move.
Any vibration transfered to the box itself will also tend to excite the sand.
This seems to me to be the better route to using what is a good idea.
