Go for 20 turns on the inductor.You have an emitter follower driver and output stage, you may need a base resistor on each 30Mhz driver transistor on the order of 68 ohms or so 1/2W, I don't think the outputs are doing 20Mhz.
Try the inductor first, then the resistors on the drivers.
