Different ones have cost advantages depending on various factors and on the quantities. Even if "X" is least cost on one ocassion "Y" might be cheaper on another. Also, the relative cost advantages can shift because of exchange rates. Some of the non-US places are not as attractive comparred to a couple of years back because of the dollar rate.
