Hmm.. GFI probably trips because of reactive current also. I didn't stop to think about that...In any case, energy meter should meter only active power and not reactive power. If energy meter measures apparent power (sqrt(P^2+Q^2)), reactive power is still not a very significant component.
With 20 uF cap Q=108 Var
for example P=1000 W>>S=1006 VA
Energy is priced $/kWh, not $/kVAh. This is why I don't think that the energy meter meters apparent power/energy.
