If these voltages are without any loading at all, then this explains your readings, they are not really of the transformer output voltages, but rather of the amount of capacitive coupling between the various windings, and you are reading the electrostatic voltages.Plug in a light bulb across the secondary, and now take some readings.
Things should now read more like what you are expecting.
