They just sit there doing their job until they're molested by voltages or I's in excess of their rating. That lets the smoke out and they don't work no more. Seriously, those figures are the MAXIMUM of each that they can tolerate without break down (burn out) and you can run them with any voltage/I up to that point, theoretically. However, it is prudent to allow a large safety factor of at least 20-30% to allow for voltage spikes, etc. on your mains. Many DIY'ers prefer a safety margin of 50%.Happy Listening !
