All of the options would be much beter if you used 1/8" or 1/4" perfboard (hardboard) as the backing, this would at least not provide a totally hard reflective surface behind the absoprtion materials.Either way, option #3 would absorb down to a lower frequency in my opinion, but option #2 would be OK as well.
BTW, you mention 1/4" batting, what type is this? The best option for batting would be polyester, and of the "hi-loft" variety, this is there to help with the very HF range, and to prevent too many reflections off of the semi-rigid or compressed fiberglass when the sound hits at a sharp angle, rather than head on.
Use of cotton batting, lo-loft, or some other unknown batting may not work as well in the HF's, and actually cause HF reflctions, or have other problems.
Be sure to put the bating OUTSIDE of any wire mesh, so it is not compressed too much.
