Different countries have different electrical standards - in Oz, for instance, your US mains power concept of:
a) having a wall socket which has no earth connection (the earth wire ultimately going back to a stake in the ground outside your house), and
b) being able to 'flip' the plug in the wall socket (changing over 'active' for 'neutral')are illegal.
The reason for b) being illegal is simple - when you flip the plug, the fuse inside the component is now connected to the 'neutral' mains wire instead of the 'active' wire (where it was designed to be). This is dangerous.
The reason for a) is so that the chassis, internally, can be connected to the earth pin of the IEC socket or the earth wire of the captive 3-core mains cord. This is for electrical safety reasons - if the 'active' wire happens to come loose and accidentally connect to the chassis, the circuit fuse blows ... whereas in your setup, I suspect the case becomes live - so you get a shock if you touch it.
That being said, it is certainly not a 'bad' thing to connect your chassis to the earth pin/earth wire if it didn't start off that way.
You gain safety ... the only thing you may lose is if the earth side of your signal (RCA) sockets are actually contacting the chassis ... then you might get an earth loop.
Regards,
Andy
