Questions for Jon Risch re: balanced Iso transformer

I've just built a mall version using a Signal DU 1/2 transformer (500 VA) for my CD player. Initially I heard a slight improvement in sound over simply having the CDP plugged into a Topaz ferroresonant line conditioner, but now that I've been using it for a couple of days the sound is really opening up. The music is so much smoother and sweeter.

Here are my questions: when I measure hot/ground and neutral ground they do not match each other exactly. The former is 1 volt higher than the latter. Is this acceptable?

Also, would it take a few days for the transformer to reach it's peak effect? it was taken off a cigarette making machine (I'm in NC) and had not had current through it in some time
