just get rid of the whole circuit board and connect the output wires from the tube buffer direct to the rca sockets. the other relay power wire can be removed.
I Have turned the volume up 100% to try and hear this digital noise. I think It would be unlikely that any digital noise is going to blow your tweeter. But there must be a reason for the muting cuircuit. Maybe just a manufacturers insurance against the unlikely but possible
I have never had a problem and the click was so annoying I would have to get a new cd player. Ill take my chances.
Not to mention a slight improvement of clarity with the relay removed.
