I don't think you will find such a decoder.you should consider using some simple programmable logic.
If you look at www.latticesemi.com you can get some
free software for programming their PAL and GAL devices.
With a few GAL devices you can execute the serial to parallel decoding that you want. They have models of the GALs that are
in system programmable so you don't need a programming machine.If you can convince your local sales people, they will give you
a complete package with software and a download cable.
