Yes. The OPA2604 may be better than the NE5532 (well, basically a wet piece of string is, so no points there), but in the general scheme of things it is unsuited for a "flat" Amplification stage. It operates well in an active RIAA EQ, where it operates basically as 50Hz lowpass, for anything more involved or with HF it is rather ill prepared.

No, they are just not very goiod sounding Op-Amp's.

Not as long as the PCM1716 (or similar) is used. It is a pretty poor sounding DAC Chip. The one thing it has going for it is that you don't really need an analogue Stage. A simple passive LC Filter and DC Blocking Cap sounds best to my ears (even though the sound is still pretty dire).
