the varnish isn't soaking in to the wood at all.
That is a problem; and a confusing one.
Possibly the wood is very oily (?).
You could try wiping it with white spirit (or an alternative) before applying.
Hang on, are you using sand/sealer first?
Don't bother.
Just sand with a very fine grade paper after each coat.
Best of all is wet and dry, and even better than best, are sanding sheets that look a bit like a dishwashinh cloth, about 6mm thick which you can soak in water and use for ages. They will really give you a smooth finish.
