You are entirely right that when the price gets too high with a large number of low feedback bidders, it's a shill game. To play on Ebay, as with any other auction house, you must know the value going in and set your limit, or you will get burned. Most people wait until the last minutes of the auction to bid. Those bidders beforehand raising the price up to market can usually be seen very easily as shills.

But there are some fabulous deals on Ebay too - from honest sellers who don't indulge in shill bidding. I've obtained huge numbers of great tubes on Ebay, but looking back, they are from the same rather small group of sellers.

I have a personal policy of ignoring the emails offering me the tubes as the second highest bidder. They are always from people using shill bidders.

The only dealer I know of who does not buy on Ebay to my knowledge is Kevin Deal. I'm sure there are a few others.

Vintage Tube Services, KCA, Tubeworld, Electron-Valve, etc. have all been known to buy tubes on Ebay, usually under 'assumed' names so they are not recognized. Nothing wrong or illegal about that, it's pure economics - supplies of tubes have been drying up, and they have customers ready to buy. No problem so long as they are identifying the tubes as used when they are, which unfortunately not all do. A bit more of an issue is dealers dumping bad stock on Ebay, which some do regularly, again under assumed names so as to not implicate their regular business.

Much more problematic on Ebay are the people who can get a hold of cheap tubes, always used, at bargain prices to turn over on Ebay. There are quite a few of these, anybody with a tester and not necessarily a brain can get into the 'used tests good' game on Ebay. I know a few of these and know they are selling pretty crappy tubes from very dubious sources.
