Yes, tubes, new production or vintage, can have this behavior. Most of the time, it will go away for good after some burn-in time. Some will always have this behavior whenever you first power up and will only go away after the temperature stabilized. It is normal. You only need to worry is when the clicking sound not only doesnt go away but getting louder, then you might have a tube going bad. Stop using it immediately.
