This probably isn't what you want to hear, but it's not possible to match power tubes effectively with a tube tester. It's necessary to apply something close to the in-service operating voltage and bias current to make meaningful measurements. I don't know of any vintage tube testers capable of this, and none of the more recent specialty testers are "affordable," AFAIK. Because most of my projects use 6L6 types, and. because I have a lot of them, I dedicated a vintage amplifier for this purpose. It allows matching bias and gain, as well as burning in the tubes under real operating conditions to stabilize the characteristics.

Anyway, you are really at the mercy of the seller when it comes to buying matched power tubes. Jim McShane (an Asylum sponsor) matches tubes under power conditions. I have no idea if other vendors do the same.
