Sounds like you need to take it up with fleabay and PayPal. If you went through the standard process, they have measures set up to protect your purchase. If you paid through PayPal with a credit card, you can also contact the card issuing bank, but you should first contact fleabay.

As for the tubes themselves, even if the tubes are indeed longplates, they were not the same ones in the ad, and that is an issue in itself - unless there is a sneaky disclaimer and/or wording somewhere in the ad.
