The blue looks to me like either a mfg artifact or an iridescent deposit of filament or cathode material as a result of long term operation. If this were mine and it tested and more importantly, sounded like the other one, I wouldn't worry. As others have already stated' it is not the "blue glow" of a gassy tube.You might have stumbled on one of the few advantages of metal tubes...you can't see the internals and so therefore won't be concerned with things like this.
