It sounds as if the tweeter's response is running too close to the resonance of the tweeter. That could be a problem of the tweeter itself or the crossover. To establish that the tweeter alone is at fault, your best bet is, as Fortysomething suggests, to swap tweeters between the two speakers.If the problem follows the tweeter, then seek a replacement. If the problem stays with the original enclosure, then the problem is in the crossover. If the problem goes away, and it could, you may have simply fixed it relying on the +-10-20% of most commercial components. In any case, swapping the tweeters is the first, good step.
