It seems to me that your query "have you noticed that jazz seems to be headed the same way, and some of the new blues guys are technically proficient, but not very bluesy?" is true. (Let's not venture into the general Rock arena, O.K.?)
My general hit on this — and I am clear that I am neither Einstein nor Eisenstein — is that "the times" and overall societal forces exert strong forces on what the society at large produces as art. Personal expression and individual spirituality don't appear to be valued very highly right now. In times past, there were artistic outpourings that were fired by resistance to the status quo. These days, that seems to be absent. (Of course, that might be more a reflection of marketing strategy than what the musicians are actually performing. …)
Most of the contemporary jazz and blues I hear on my local NPR stations hit me largely as etudes in technique exposition and not much else. In reference to the thread here, all I know is that one of my favorite classical purchases last year was a four CD set of Klemperer conducting Mozart.
