Sounds like it might be the muting relay that some DACs use when the sample rate changes or the signal drops momentarily. This is a known issue on some Rotel gear including the RC-1570. The same problem may exist in the RC-1590.There have been SIX software updates to the RC-1590 since 2015, the latest is dated July 12, 2019.
Trying an analog input may eliminate the symptom but it doesn't address the underlying problem which appears to be digital in nature.
Using an analog output from the TV to the Rotel might be sufficient for you but that would be considered a workaround instead of fixing the real issue. You can also try the TOSLINK optical output from the TV to the Rotel, and that may be sufficient but again that doesn't fix the core problem.

No guarantee that this fixes the clicking problem but you should be on the latest software update anyway as it fixes a multitude of problems with the Rotel RC-1590.
P.S. Make sure the output of your Directv box is configured for standard 2-channel PCM and it's not sending DTS or other multichannel signal.
