The stuff below will help with the problem if not answer your question.I have had several CDs that would not play right out of the box. After a quick polish with the stuff below, they have worked flawlessly ever since.
Some movie rental places have resurfacing (polishing) machines and regularly repair DVDs returned by customers who say they won't play.
