No. High voltage has nothing to do with tension on the membrane.All that discharging once a month will accomplish is degradation in performance. Depending on the age of the panel, the condition of the conductive coating on the film, and the humidity in your environment, it could take hours, days, if not weeks for the panels to fully charge.
Leave them on 24/7/365.
