You should certainly try some new tubes to see if that cures the problem. If it behaves the same with the new tubes. Then the problem is with the amp. If you have positively ruled out your signal sources and ancillary equipment then the next step is to turn it on with no driver or splitter tubes but hooked up to speakers but use cheap speakers for the rest of the testing. If there is no noise then the problem is in the driver/splitter section of the amp. If there is still noise and if you don't have much experience with tube amps you should probably take it to a tech who would have more equipment and knowledge in determining the source of the problem.
